Centre for Action Research and People’s Development (CARPED) is a Hyderabad based NGO working on child rights for the last two decades in Andhra Pradesh. CARPED is an action research group emphasizing on making policies more people oriented. CARPED believes in “every child is important, protected and should be with family”.
Ms. Krinna Shah Member of CWC, Mayur Vihar, requested M S Chandra, Advisor CARPED to help in tracing the parents of S.Raju. He is in a shelter run by Salaam Balak Trust (SBT) in New Delhi. S.Raju is a Telugu speaking boy from AP.
M Subhash Chandra Director CARPED, visited SBT, New Delhi and met Raju to collect basic information and clues, later M S Chandra had a conversation with Raju over phone and came to know that he belongs to Morthad Mandal of Nizamabad District, AP.
M S Chandra enquired over phone and spoke to the Mandal Education Officer (MEO),
Sub Inspector (SI) of Morthad, Sarpanch (Pradhan) and news reporters of local media about the missing kid and requested them to help CARPED team in tracing the parents, after this exercise CARPED team traced the address of parents, but came to know that they have left Morthad Mandal and migrated to another place, which is not traced.
Now, there is a need to spread the interventions to neighbouring mandals, districts and part of Maharashtra as well. (Morthad Mandal is border mandal of Maharashtra.)
Meanwhile M S Chandra found through the website www.cwcwcddel.in that there are five missing kids from AP and are being taken care by different organisations in New Delhi.

On 2nd October M S Chandra contacted Children Home and took the permission to speak to Ravi. The conversation over phone helped him to know that he belongs to Basheerabad Village and Mandal of Ranga Reddy District of AP and he is also called as Venkatesh (Ravi alias Venkatesh), his father’s name is Vadde Venkataiah alias Vadde Venkatesh, mother’s name is Shanthamma, brothers’ names are Raju and Ramesh, sisters names are Sangitha and Govidamma.
His father works in stone mines in the same village, his maternal uncle also resides in the same village, his house is near to the overhead water tank and has a hand pump near to Ravi’s house.
Based on the collected information from Ravi alias Venkatesh, M S Chandra contacted Mr.Lingaiah (SI of Basheerabad) and enquired about the missing kid. The SI informed that, the parents of Ravi Alias Venkatesh have lodged a complaint of the missing kid and registered FIR on 28th September. (FIR No. 61/2010 dated 28-9-2010 under section 154 and 157 Cr.P.C.)
On 3rd October, M S Chandra, M Subhash Chandra, of CARPED, Mr Kiran & Mr Suresh documentation team and Mr Shyam Sunder Reddy (head of Society for Solidarity and Reconstruction, a local NGO) went to Basheerabad to verify and confirm if it is the same kid.
The team members have met Sarpanch (Pradhan) Smt. Lalitha , SI Mr. Lingaiah and parents of Ravi alias Venkatesh. The team found that land marks and names of his parents, maternal uncle matched with the clues given by Ravi
M S Chandra collected FIR, Look out Notice, ration card and copies of a group photo (file photo) and team members have taken some of the photographs of the enquiry and process of restoration.

In our enquiry we also found that the parents are illiterates and daily wage labourers and have already spent nearly Rs.7,000/- during the process of tracing the kid. They have taken loans and lost the wages as they were traveling and irregular to work as they could not even focus on work because of the trauma they are going on and now, they are not in a position to get loans to pay for the costs incurred on traveling and other incidental charges, hence it is difficult for them to reach Delhi due to various constraints like finance, language, knowledge of the process to restore the kid and reading & writing skills.
We requested the organisor of the shelter home to send the kid to his home in Basheerabad, RR Dist AP.
We are in the process of tracing the parents of other 4 kids as well and will inform you when traced.
